1. Apologies for Absence

2. Declarations of Interests
Cllr Huddart declared an interest in those applications in the Conservation Area, as he is Chairman of the CCAC.
Cllr Courtney declared a personal interest in application 2008/969-17, Claremont Road as one of the objectors, Catherine Vincent, is his sister-in-law. He has had contact with the applicant but has not expressed approval or disapproval of the scheme.

The Chairman then changed the order of the agenda in order to discuss application 2008/969-17, Claremont Road detached 2 storey house with rear balcony and detached garage

Roger Vincent of 19 Claremont Road spoke against the application, objecting to the height, the size and the proposed removal of screening. He stated that the proposal was out of keeping as it is disproportionate and incongruous. The character of the area should be maintained as it is on the edge of the Green Belt.

Michael Phillips then spoke against the application quoting potential breaches of HEN 10 & 11. He believed that a precedent would be set, if this application for a new, large house were allowed, for another house of similar size. He objected to the size and design. He also believed that a horsechesnut may be at risk.

The Clerk read another letter of objection and a letter from the applicant which mentioned the objections

The meeting then resumed and a discussion took place.

No demolition of the existing building should be allowed until planning permission for a replacement is agreed.
We are objecting to this application as it is out of character and out of keeping due to the dominance and height. We also object to the monolithic style of a single block which is out of keeping with the neighbouring houses of Edwardian style which have multiple pitched roofs.

Most members of the public then left and the usual order of the agenda was resumed.

3. Minutes of last meeting
    The minutes of the last meeting on 17 April 2008 had been prepared by the Chairman, in the absence of the Clerk, and were circulated at the meeting. They were confirmed and signed.
   
4.  Report of actioning of items from previous minutes
4.1 AP36- the corbel at the Bengal Lancer is still missing It is a condition of planning permission. This has been reported to Martin Parker

4.2 Cllr Herbert raised the enforcement issue of incorrect use of the front room at 109, Hare Lane with Martin Parker. EBC are awaiting a further update from the owner who have advised that the room is being used as storage

4.3 All other actions have been carried out or are agenda items.

5.  Correspondence
5.1 Alexander Needs, Senior Tree Officer at EBC left a message regarding the letter from Mr & Mrs Nicholls of Applegarth to have a TPO put on the tree in the garden of 49 Telegraph Lane. He is still dealing with this matter and is looking at all the trees in this area.
5.2 A copy of a letter to EBC from Mr Ian Craig regarding 2008/608-4 Chadworth Way has been received and circulated to all members.
5.3 It was noted that correspondence to the Claygate Conservation Area Committee had been sent to Michael Philips. Also that information for Cllr Huddart was being sent to Cllr Herbert and vice versa, and that multiple copies of decision letters are being received.
It was agreed to contact Martin Parker regarding these matters.

No plans were received for this application, so we were only able to consider it as a copy was printed from the website. In the absence of a site plan we ask the Officer to check the overlooking, light and 45º rule to the neighbouring properties, and also the adequacy of the garden length.

7.  Report of the East Area Sub Committee
Cllr Charlwood attended the meeting and circulated the report prior to the meeting:-
i. 2008/0432- Rowan Preparatory change of use from house to school use. Cllr Jimmy Cartwright had no objection to this. Schweta Kampada ( chair) spoke against quoting HSG 8 loss of an occupied dwelling. Special conditions could be imposed if Rowan School no longer required that it could not be built upon but returned to housing. The chair won the day refused planning 8 for two abstentions.
 
ii. 2008/0435- 7,The High Street no objections permitted with conditions Fence must be retained; if at any time there is a wish to replace the fence it will be subject to a new application.
 
ii. 2008/0579- 5, Merrilyn Close - This has been the subject of previous applications now changed & acceptable Permitted with no objections

8. Licensing Applications
None

9.  Enforcement Matters
 Outstanding matters-
i.    the oak tree in front of 28, Stevens Lane
ii.    the felled trees at the front of the Hare & Hound car park
iii.    the front room of 109, Hare Lane-it was noted that this room is still in use contrary to Planning Permission.
iv.    the middle corbel on the shop-front of the Bengal Lancer
These matters remain outstanding. These issues were discussed at the recent EBC/CPC liaison meeting.

10. Local Development Framework
EBC have issued various Core Strategy Issues & Options papers. These are a series of questions with a ‘multiple choice’ of answers. Cllr Herbert has gone through the papers and suggested various options. These will be circulated to the other members of the Committee for checking

11. Village Design Statement
No report from Noel Isaacs
A public meeting will soon be held to start the Committee phase of the project.
       
12. Matters for information only
12.1 A fence has been erected on the top of the wall at Hare Cottage, Hare Lane. It is not known if permission is required for this as one of the conditions of the planning permission for this house was that the views of the fields from the road were to be maintained.

12.2 Claygate Lawn Tennis Club intends to re-apply for floodlights. An open meeting will be held in the near future.
12.3 The Government Planning Portal would prefer to see plans sent by electronic means and not to have to send hard copy. This would mean having to use a laptop and screen. CPC owns neither of these pieces of equipment and has no facilities for storage. It was agreed that the Committee still would prefer using paper copies.
