PLANNING COMMITTEE MEETING

8.00pm on Wednesday 4 June 2008

Minutes.

Cllr Herbert opened the meeting

 

1. Election of Chairman

Cllr Herbert asked for nominations.

Alan Charlwood nominated Geoff Herbert, seconded by Audrey Cartwright. There being no other nomination, Geoff Hebert was elected Chairman.

 

2. Apologies for Absence

Noel Isaacs who was unwell

Cllr Master notified all councillors prior to the meeting that, due to business commitments, he is resigning from the Committee. Cllr Herbert thanked him for his previous work on the Committee. It was agreed to discuss the matter of a replacement at the next full Council meeting.

3. Declarations of Interests

Cllr Huddart declared an interest in those applications in the Conservation Area, as he is Chairman of the CCAC.

 

4. Election of Vice-Chairman

Cllr Herbert asked for nominations.

Geoff Herbert nominated Alan Charlwood, seconded by Shirley Round. There being no other nominations, Alan Charlwood was elected Vice-Chairman.

 

5. Constitution of the Committee

Cllr Huddart reported that Noel Isaacs had agreed to continue as a co-opted member. He has thanked her for her work.

The Tree Wardens, Vanessa Relleen and Margie Richardson have also agreed to continue as co-opted members. As with the arrangements agreed last year, they will only attend meetings and join in discussions if they need to. Normally, they will not attend meetings, but forward any reports to the Clerk prior to a meeting. The Chairman has also thanked them for their work.

 

6. Remit of the Committee

The Clerk forwarded a copy of the latest remit to all committee members prior to the meeting. The remit was reviewed and confirmed.

 

7. Minutes of last meeting

The minutes of the last meeting on 12 May 2008 were confirmed and signed.

 

 

8.  Report of actioning of items from previous minutes

Re AP36/46- the missing corbel at the Bengal Lancer & issue of incorrect use of the front room at 109, Hare Lane. These matters have been reported to Martin Parker but no action has been taken. It was agreed to take this matter to full Council to ask that a letter be sent to EBC about the poor service.

Re AP 57 Cllr Herbert has spoken informally to EBC Planning Officers.

All other actions have been carried out or are agenda items.

 

9.  Correspondence

9.1 The appeal decision for 2007/3140-15 Hare Lane has been received and the appeal is dismissed due to the harmful effect on neighbouring properties.

9.2 An appeal in respect of 2007/2042-land between 23 Claremont Road and 1 Claygate Lodge Close has been received. This will be dealt with by public hearing.

AP2 The Clerk to write to the Inspectorate

9.3 An appeal in respect of 2007/2874-5, Merrilyn Close has been received. This will be dealt with by exchange of written statements and a site visit.

AP3 The Clerk to write to the Inspectorate

9.4 All results from EBC were read.

6.1 2008/1123-Cherry Hill, Mountview Road retrospective permission for 2 storey extensions to front, side & rear

No comment

 

6.2 2008/1127 –1, High Street retrospective permission for side roof light

No comment

 

6.3 & 4 2008/1132 & 1133- Ruxley Towers, Ruxley Ridge single storey side extensions & Listed Building Consent

We object to this application because of the unsympathetic design of the proposal and out-of-keeping materials.

 

6.5 2008/1166- Lakeside, Hillview Road 2m entrance gates and piers to both plots

We note that there will be planting behind a ‘chain link fence’. If by ‘chain link’ the applicant intends to use chicken-wire mesh, then this would be out of keeping. If the applicant intends to use posts & chains, then this is acceptable.

 

6.6 2008/1168- 14, Stevens Lane- TPO EL:02/14, oak at front remove deadwood, redwood at front remove back to trunk first 3 lower branches

We have no objection to the work on the oak, Lawson or prunus. We do object to the proposed work on the T2 redwood as the removal of the three lower branches would spoil the appearance of this majestic tree. The reason for the work; needles on the car, is insufficient and the work proposed would not solve the problem.

6.7 2008/1179- Breydon, Mountview Road- detached 2 storey house built over four split levels, garage, dormer windows and balcony following demolition of existing house

We object to this proposal as:-

i.                     it will be forward of the building line and very close to the road

ii.                   the dominant gable end will be out of keeping with the street scene

iii.                  there will be overlooking to neighbouring properties.

 

6.8 2008/1194- land rear Orchard House, Mountview Road- additional detached 2 storey house,

No comment

 

6.9 2008/1230- 4, Elm Road- fruit tree at rear; fell & replace

No comment

 

6.10 2008/1234- 3, St Leonards Road-single storey front extension & change of roof from hip to gable with rear dormer

We are not objecting, but note that the proposed front porch is forward of a very straight building line.

6.11 2008/1258- 7, Oakhill- part 2/part single storey side/rear extension

The plans we have received are insufficient to make any comment. This application must be deferred until the next meeting.

AP4  Cllr Herbert to speak to the Officer.

 

6.12 2008/1268- 7, Telegraph Lane-LDC for proposed hip to gable with rear dormer

 

6.13 2008/1273- 12, Simmil Road-retrospective amendments to permission 2007/1253

No comment.

 

11.  Report of the East Area Sub Committee

Noel Isaacs attended the meeting and circulated the report prior to the meeting:-

Chadworth Way was passed 8 for 2 against.  Meanwhile infill building is running rampant in Elmbridge.

 

12. Licensing Applications

None

 

13.  Enforcement Matters

 Outstanding matters-

  1. the oak tree in front of 28, Stevens Lane
  2. the felled trees at the front of the Hare & Hound car park
  3. the front room of 109, Hare Lane-it was noted that this room is still in use contrary to Planning Permission.
  4. the middle corbel on the shop-front of the Bengal Lancer

All matters except (ii) remain outstanding. 4 new trees have been planted at the front of the Hare & Hounds car park.

                                                                                                                                                        

14. Village Design Statement

14.1 The public meeting was held to start the Committee phase of the project. It was not well attended.

14.2 Cllr Herbert has been speaking to PC Howells, the Crime Prevention Officer. Part of PC Howells job is to look at how design affects crime. PC Howells will be invited to the next meeting together with Neighbourhood Watch.

14.3 A draft of the proposed questionnaire was circulated prior to the meeting. It was agreed to defer this item until the next meeting so that Noel Isaacs will be there to discuss it, and to give time for the Councillors to fully review it. Initial thoughts were that it seemed overlong, but this impression can be corrected by putting it into a booklet form with printing on both side of the paper.

                                                                                                                                                           

15. Matters for information only

Cllr Round has enquired at EBC about planning training for councillors. EBC recently held a course, but CPC Councillors were not invited. Martin Parker has offered training from one of his Officers. Cllrs Round, A Cartwright and Charlwood are interested. Cllr Round will arrange a convenient date.
