PLANNING COMMITTEE MEETING

Minutes.

 

 

Present:          Councillors: Geoff Herbert (Chairman), Alan Charlwood, Ken Huddart, Audrey Cartwright,

1. Apologies for Absence

Freda Collins was away on holiday.

This was accepted.

The minutes were taken by Noel Isaacs.

 

2. Declarations of Interests

Noel Isaacs, with regard to 3 Rythe Close.

 

3. Minutes of last meeting

The minutes of the last meeting on 4 December 2008 were corrected in the following way:-

Item from Albert Boyman 3rd line down, ‘theses’ should be spelt these.

They were then agreed and signed.

 

4.  Report of actioning of items from previous minutes

 

AP10- Done.

 

AP14- Done and passed to the Clerk for comments and printing.

 

AP16- Done, now have name of enforcement manager, Janie Farquharson ( 01372 474832)

 

AP19 – Done.

 

5.  Correspondence

 

All the recent results from the EBC were read and no action required.

 

 

6.  Current applications and Declarations of interest

 

Applications from Weekly List 49

 

6.1 2008/2698 – 3 Rythe Close – Lawful Development Certificate: Whether planning permission is required for an existing single storey rear extension.

- No comment.

 

6.2 2008/2716 –  92 Coverts Road Lawful Development Certificate: Whether planning permission is required for a proposed rear dormer window.

- No comment.

6.3 2008/2756 – 16 Hermitage Close Two storey rear extension, first floor side extension and side dormer window..

-We ask the Officer to check the garden length.

 

6.4 2008/275769 Oaken LaneVariation of condition 4 (Obscure Glazing) of planning permission 2007/1442 (Detached two storey house with rooms in roof space and front dormer window following demolition of existing house and garage) to allow the side rooflights to be clear glazed and openable

- No Comment.

6.5 2008/2763 – 69 Foley Road Retrospective planning permission for installation of satellite dish.

- No comment

 

7.  Report of the East Area Sub Committee

Cllr Shirley Round was unable to attend , Cllr Geoff Herbert stood in for her-she thanked him for this.

There was one application for Claygate- 2008/2294 – 17 Claremont Road poolroom-which was approved. The EBC consultant conservation representative did not like it as a matter of principle, but Cllr Cartwright did not oppose it. Unfortunately there was no comment on the garden length, thus leaving it open to future planning.

 

8. Licensing Applications

 

8.1 –Nothing more found out about the Chinese restaurant.  They are selling alcohol and there is no sign of a registered licensee.

 

8.2 – Williams/ Baileys – regarding change of  use to (A3) café.  EBC has no evidence on change of use.  We want them to be legal.

 

9.  Enforcement Matters

 

9.1- 109 Hare Lane – Still ongoing, they claim to be still trying to gain access to the building.  Different from explanation given two months ago.

 

9.2 – 60 Stevens Lane – Developer claimed they were just replacing existing fence and a large steel gate.  EBC have requested evidence, the developer has not responded.  This case goes back to 2004 (2004/50).

 

9.3 – The Bengal Lancer – Replacement of gorbel still not carried out.

 

9.4 – Dead Tree in Stevens Lane – These are supposed to have been replaced, Geoff Herbert to chase.

 

 

10. Village Design Statement

 

10.1 – Noel reported that the data extraction was completed and copies would be circulated.  The comments summaries are to be reviewed during January.  The village hall is available on weeks commencing 5th and 19th Jan.

 

10.2 – On the 12th January, Cllrs Herbert & Round and Noel will meet with EBC to discuss direction for the VDS, After which there will be a meeting for volunteers and start to shape things up for phase 2.

 

10.3 - £100 has been donated by the Conservation Area Committee for the VDS work.

 

 

11. Matters for information only

 

11.1 – The Clerk to write to Martin Parker to see if EBC will be reviewing their planning meeting in light of the reduced number of formal planning applications now received.  Claygate Parish Council have noticed the downturn and are considering re-scheduling their meetings accordingly.
