1. Apologies for Absence

Ken Huddart who was on holiday.

Audrey Cartwright who had a previous engagement.

These were accepted.

 

2. Declarations of Interests

Shirley Round declared an interest in application 2010/81- 32, Torrington Close as this house is next to her place of residence.

Nick Hayes declared a prejudicial interest in application 2010/144, as he is the applicant.

Noel Isaacs declared an interest in application 2010/142, Ormsby, Raleigh Drive as this is near her place of residence.

 

3. Minutes of last meeting

The minutes of the last meeting on 14 January 2010 were agreed and signed.

 

4. Report of actioning of items from previous minutes

None.

         

5.  Correspondence

All the recent results from the EBC were read.

 

6.  Current applications and Declarations of interest

As one of the members of the public wanted to speak on an application, the Chairman changed the order of the agenda to take application 2010/81- 32, Torrington Road. He closed the meeting.

 

Mr Murphy informed the meeting that the first application for this house had been rejected. Revisions had been made and the application re-submitted. The extension in the amended application is nearer to his house and he is concerned about the possibility of overlooking.

The meeting then resumed. A discussion took place and it was agreed to send the following comments to EBC.

 

We are not objecting, but ask the Officer to check overlooking to 19, Oaken Lane.

 

Mr Murphy left the meeting and the order of the agenda was resumed.

6.1 2010/11 – 9, Oaken Drive – non material changes to planning permission 2008/639, alterations to garage roof

Already refused by the Officer.

 

6.2 2010/23– 2, Foley Wood- LDC; whether permission is required for a proposed single storey rear extension.

6.3 2010/50 – land adj to Oak Tree House, Church Road Conditions: landscaping of permission 2006/2887

We are not objecting, but ask that a permeable surface is installed at A especially with regard to the drainage problems already existing in Church Road.

 

6.4 2010/56 – 14, Beaconsfield Road –single storey rear extension

No comment

 

6.5 2010/81-32, Torrington Road-part single /part two storey side/rear extension incorporating integral garage following demolition of existing garage

Already dealt with.

6.6 2010/84– 109a, Hare Lane- externally illuminated fascia sign & internally illuminated projecting sign

6.7 2010/105– 3 Claremont Road Foley Conservation Area: tree works

No comment

6.8 2010/126–69 Foley Road– Foley Conservation Area. Fell conifer

This is a prominent tree in the street and felling it would be a loss visually and to birds and other wildlife.  If it has to be felled because of the reported subsidence caused to the neighbouring garage we would request that a suitable replacement is planted in line with it but nearer to the road and further from the buildings.

 

6.9 2010/130– 14 Hermitage Close TPO; EL: 258 6x hornbeam-reduce height to no lower than 6m

No comment

 

6.10 2010/141– 11, Oaken Lane Part two/part single storey front extension incorporating new front porch.

We object to this application as the extension is forward of the building line which will impact on the streetscene and character of the area. We ask the officer to check 45° and loss of light to no.13

 

6.11 2010/142– Ormsby, Raleigh Drive LDC; whether permission n is required for a proposed hip to gable roof extension, 2 rear dormers and 3 roof lights.

 

6.12 2010/144– CRGT, Church Road additional storage container and replacement of fence and gates on N & E boundaries up to 3.5m high.

Cllr Hayes withdrew from the room as he is the applicant.

A discussion took place, but there was insufficient information in the plans. Cllr Hayes was asked to re-enter the room to answer a question about the length of time the storage container would be left there.

He supplied the information that there is no time limit and the containers last for 25 years. He also stated that the proposed type of fencing is palisade. He took no part in the decision process.

 

We object to the installation of, yet another, container as there are already three containers in the Ground. The containers are unsightly and there is no time limit on them

We do not object to the fence and gates in principle, in fact we support them, but note that the type of railing is palisade and ask for a more sympathetic style.

 

7.  Report of the East Area Sub Committee

Cllr Herbert attended East Area Sub Committee and gave an oral report to the meeting. There was only one application for Claygate, 41, Cavendish Drive. Cllr Cartwright withdrew. Cllr Courtney did not object, so the application was permitted.

 

 

8. Licensing Applications

None

 

9. Enforcement

Outstanding enforcement actions:-

i. Shop front of the Londis –planning permission was given for removal of all advertising and replacement with alternatives, a change of colour on the windows and doorframes to dark green and a change to the fascia lighting. Some of this work has been carried out, some remains outstanding. Cllr Herbert will ask EBC what is happening with this matter.

ii. The removed hedge and fence in the Recreation Ground-this is now with the legal department of EBC

iii. Enforcement has been requested on the new houses in Raleigh Drive. It would appear that an extension and gates have been erected; it is not known if these require planning permission.

iv. A coffee shop has opened in the station where the drycleaners used to be. It is not known if a change of use     has been applied for.

v. A funeral directors is about to open in the Old Village. It is not known if change of use is required. As this is the Conservation Area, permission may be required for the shop sign.

10. Village Design Statement

10.1 A meeting was held on 27/1/2010. Due to unforeseen problems, the SPD has not progressed. It is hoped that it will be ready by the end of February. The draft will be circulated to Lesley Underwood and Councillors at the beginning of March. It is hoped that the SPD will be ratified at the Council meeting on 25 March.

10.2 The Committee are aiming to print 25 copies of the VDS and 20 copies of the SPD, but a firm decision needs to be taken by the Council on this matter. Both copies will be printed at the same time.

10.3The licence for the map lasts for 3 months and is valid for 300 copies. This means that A3 size maps could be printed for uses other than in the VDS.

10.4 A summary of the VDS expenditure:-

Grants- CPC £1,000, Cllr Bennison (SCC) £500, Claygate Conservation Committee £100, total £1,600.

Expenditure- Printing for questionnaire £713, banner and sundry expenses £489, total £1,202

Funds remaining- £398
